The Dorothy Gale from The Wonderful Wizard of Oz anime has several panty/short bloomers shots throughout the series. Like having some in "Princess Ozma's Secret" when she runs up a hill @ 6:35, 12:55 and 13:02-13:03 while chasing on air, 13:10 while falling, 13:39-13:40 while she flies forward, and partial underwear shots @ 19:39-19:45 when spinning, and skipping with Princess Ozma.
