In the Mai-Hime (or My-Hime) episode, "A Girl's Most Important Event", Mai Tokiha has an upskirt as she and Mikoto tumble, and fall into the sea after sliding off of a titled ship. In one frame, she seems to wear a thong, but in another, she seems to be going commando @ 21:17-21:18. But this is from afar, so you may have to zoom in to have it shown better.
